Title: Springville Dam Restoration - Sediment Management Investigation

Abstract: The Springville (Scoby) Dam will be reconfigured under a project partnership with the NYS Department of Environmental Conservation, Erie County, and United States Army Corps of Engineers (USACE).  Federal and local funds will be leveraged under the Great Lakes Fishery and Ecosystem Restoration Program (GLFER).  The dam reconstruction will allow select fish migration throughout the watershed and promote safe structural and hydraulic conditions.  Project construction will require the management of approximately 20,000 cubic yards of sediment to implement post-construction channel contouring.  To achieve this goal, the sediment must qualify for a site-specific beneficial use determination (BUD) by the NYSDEC.  Historical sediment and water sampling results at the dam by multiple agencies do not indicate a risk to the construction worker, but the data are insufficient to meet the needs of a BUD.  Consequently a decisional sediment sampling plan was compiled with stakeholder input and will govern the retrieval of sediment samples from the dam pool.  These data shall provide a path forward for project construction and sediment management options.  The discussion will include preliminary designs, historical sediment evaluations, geomorphic modeling, sediment management actions, and near-term plans.


Speaker Bio:  Bill Frederick is a hydrogeologist with the U.S. Army Corps of Engineers in Buffalo.  His 15-year history with the organization spans several positions in both technical and project management.  Before that, Bill worked as a hydrogeologist for Dames & Moore and URS for 12 years.  He is a graduate of SUNY Binghamton and Buffalo, and currently lives in East Aurora with his lovely wife and children.
